The dangerous thing about guilt by association is that you have no control if it gets turned back against you. After weeks of McCain attacking Obama for ACORN fraud, I wonder how he will respond to this: link.
It's flawed. There is a simple way around it. The only people it punishes is those doing the right things. Any terrorist would be prepared enough to get around this.
